"Ring of offensive Action" 465 ilvl?

I do not have a screenshot of this but the Ring of Offensive Action is a grand total of 465 ilvl. Is this a mistake or was this intended? 465 ilvl for a endgame item seems like a bit low.

I've noticed that the ilvl of items corresponds to the raw stats on them. In this case, the power/recovery total is what makes up the 465 ilvl. The added bonus based on a certain situation such as gaining 3% dmg when you use a daily is not actually calculated into the ilvl. It's like the icing on the cake. Not needed, but it makes it oh so good.

If you wear two of them does that bonus stack and become 6%?

Implying that Item Level matters.

IF you want item level just put everything into HP and voila.

Yes and no ilvl does matter to a degree.... It doesnt matter how good you are at a 13 or 14k ilvl when someone wants a 15 or 16k instead. Even though you clearly do better than this 16k while you are at 14k. Its just how that goes currently.
