Quartermaster's Profession Packs Broken

I just watched a video made on Mar 8th of a guy opening 6,019 of these packs and didn't get a single legendary tool. Even if the drop rate was 0.1% that would have averaged out to 6 but not 1?

This pack is broken. The legendary tools simply aren't in there.

I could see them having the same drop rate as the legendary mounts, or even slightly worse at the old rate, but 0 out of 6,019 is ridiculous.

    The "old rate" was tested to be .01 and may still be. That means even 1 in 10,000 and he's not there.

    Open the Artisan's Profession Pack (in Firemane Lockbox as example). They're not broken.
