I cannot unequip "Siege Master's War Horn" from my Secondary Artifact slot

The bug occured after mod 12b went live.
When I try to unequip the item I recieve the following error message:
"[Error] You cannot unequip this item while it is on cooldown."
This is odd, because Secondary Artifacts can't be used.
(It's also impossible to move the artifact into another artifact slot)
P.S.:Changing to another loadout didn't solve the bug and the "Siege Team" buff has always been applied from this item in the secondary slot, but said buff may cause the bug since it's the only thing that differtiates it from the other artifacts.
