Lostmauth's Horn's pushback effect isn't working

I have been logged into Neverwinter for nearly 2 hours now and my Lostmauth's artifact isn't behaving properly. I have tested it repeatedly. The damage activates just fine, but the wide variety on mobs I've encounter doesn't get pushed back no have their effects disrupted. I switched to another toon and tested it out and things seem to work fine. I switch back to the first one and issue persists. Any help on this?

Days later, still not working properly. I have other toons that use the artifact with no issues. That ability is important for disrupting casters. Sigh.

Still having the same issue with artifact. I also noticed that the encounter power Grand Fissure seems to have a diminishing effect as well. This all has been going on for quite a while now.

Is the Lostmauth Set working properly now? It still seems to be broken on my GWF.
