Very bad FPS, can anyone help me?

Hello everyone,
I got a question for the one that's reading this.
How many FPS do you have in protectors enclave and what are your pc specs?

I got a:
GPU: R9 280x
CPU: AMD FX-8320 Eight-Core
8GB ram
Windows 8.1 64bit.
using a SSD

I got extremely bad FPS in Protectors enclave, around 25-30
I don't think that's normal with my pc specs?!
I got this bad FPS since 2 years ago now and it never changed
And I had alot of upgrades on my PC but nothing changed.
My internet MB/S are 100+
Upload around 8mb/s
Ping 11.

Can somebody please help me or does anyone have a solution for me to fix this??
I play Neverwinter on Steam.

I just reinstalled windows on it, so my pc is CLEAN.
