Burst fire+Weakening Cloud?

Hello. I'm planning my build by reading description. I suddenly notice that the talent Burst Fire in Precision said it makes every Fire at Will have a chance to reset cooldown of Earth offensive attack, but Weakening Cloud is also an Earth offensive attack with a normally 5 minutes cooldown. It sounds to good to be true, so I just want to check to make sure if it really works that way.

    usually offensive skills refer to damage dealing skills :/ (as a glacial priest i have 2 curses which are unaffected by my offensive water cooldownn reset)

    I'm gonna say no but if ya wanna test it be my guest. Even sp, a 12% chance is completely unreliable...

    I think Wish is right and curses don't count as offensive skills.
    Having even only 12% chance to reset 5 minutes cooldown skill would be great on spammable skill like FaW.

    Oh well, the only thing that make it worth going for the precision build turn out to be not true. I guess I was right in not going there. Thank you for the answers.

    Hunter's mark + 5 second MFB are 2 very viable options

    Tsukiyo and I have at least 10 points in Precision to get those 2 skills (I think we may be the only higher level MM's to be hybrid besides 5 points in Quick Reload for Burst MM's). Honestly I think Precision is good for PVE and parties. It is viable in PvP as well, just not as efficient. Although, like I've said a number of times across these forums, I have a Precision friend who does quite well.
