Entirely theory crafting on a Villain mode

Disclaimer: I know we are never getting playable villains beyond Onslaught Villains. However here are my ideas for a villain campaign:

Fresh out of the prison break, your character emerges and begins their reign of terror! You look for your first job from the New Purple Gang.

Many of the missions you do in Villain Mode are opposite of the current ones - instead of stealing files for Kodiak you are stealing them back from police. You begin working for New Purple Gang, but eventually you will seek control over West Side. You end up fighting Kevin Poe like heroes do. Though you may actually have a different fight then heroes face. Levels 1-10 are West Side, pick up side missions from Maniacs, Cobra Lords, Black Aces, etc

Around level 12, VIPER will send you a message. You are to meet up with a representative and discuss your future. VIPER gives you content for about levels 12-20. From there, you can stay for perks and costume pieces from Serpent Lantern as if you have completed that adventure or go on again by yourself. Completing VIPER gets you a permanent VIPER soldier summon device as well.

Levels 20-30 are where you can really individualize. DEMON, Argent, and PSI all have missions for you. If you do enough missions for these factions, get their costume unlocks. Multiple characters may be required to get all the costume pieces as aside from VIPER you technically join different factions and some conflict. Finishing a faction means you get access to a permanent minion summoning of that faction. Example a permanent summoning of 3 PSI henchmen. You can use this device all you want it only cools down but never runs out.

At level 25, you can create your Nemesis, but it will be called a Nemesis Hero that does not have minions.

30-40: Lemuria and Vibora Bay call on you. Do missions for Vibora Bay gangs and choose one for some exclusive bonuses:

Dogz: Unlock that fancy werewolf hair piece that the more monstrous werewolves have. The one that goes down their back and arms. You also get a permanent Dogz gang war device and access to a free Become Dogz Werewolf transformation and the special Cur summon. You know the one.

Trey Kings: Costume unlocks, permanent summon of Trey Kings device

Sovereign Sons: Same as above

Nephilim: Same, but you also might meet Therakiel for a meeting about you being the next Herald of Therakiel if Valerian fails.

New Shadows: Same standard things, Vladic also offers himself as a permanent side kick. He "likes to spill blood with you."

Level 40: It's Nemcon season and you're the star. Work with a team of villains to take out the enemy heroes.

Also, from level 10 on, you can do bank robberies like in CoV for resources and experience. Yeah, no Pyramid Power for you because from a game point too many overpowered villains walking around MC is just too much lol Besides villains needing money and more experience fits the theme.

Eventually the final act is you take on Shadow Destroyer and you challenge him. The object like in CoV is to beat him enough so he leaves you alone like what your character does to Recluse. Actually, you fight a weakened Recluse and just show the present one a battered helmet of the weakened one, but you get the point.

    The only way villains would work is if villains were able to be proactive and since the current game structure would not allow for that, all they would be, at best, is antiheros/dark heroes. This is why villains don't really work in CoV or DCUO, because you are basically, in the end, a lackey serving the whims of another with very little agency for themselves. Otherwise you are more or less just thwarting other villains, IE just another hero re-branded and as CoV and DCUO basically prove, you just end up being a hero tag along in the end.

    And since the majority of players would be against any other player being proactive in any capacity that could impact their "bubble" and change the rules how they perceive them, it just won't happen.

    Hell one of the only arguments in CoV against villains being able to be in Paragon, at least as the hazard areas was concerned, the weak argument of "I should be able to arrest known villains on sight" despite that would violate due process and many other fundamental laws, whether with super heroes or not.

    Considering how much content would have to be made for exclusive villain stuff, and considering how little they can actually give normal hero game play, counting on them creating an entire new system of game play for what has been a drastic pittance in two other games is very unlikely.

    Hell, we were suppose to get Dark Champions at one point, but that never materialized. And for those curious, dark champions would have explored the antihero/dark hero concept in the Champions Universe, not villains.
