Kate Mulgrew once said that the writing of Kathryn Janeway was so uneven, she could only conclude her character's mental stability was affected for the worse by the situation the ship was in, with multiple ongoing delusions to help her deal. In short, the actress assumed her character had gone insane from the stress, possibly developing some form of Dissociative Identity Disorder.
Seems reasonable to me.
