Well, you said 'max single target build', but it seems your main attack here is Star Barrage? Star Barrage is a fine AoE attack, but Soul Beam is Sorcery's best single-target filler attack. Also, if using Wisp then you prob also want the Guide adv to put up an Enchantment to boost Soul Beam's dmg by 10% more (Spellcaster as a form/toggle can do this innately, but you're using Chilled Form instead). Could also add R3 Hex of Suffering's DoT dmg, but that attack is limited to 50ft.

Although MSA can work w/ rolling cds, I'd prob consider Conjuring as the EU, assuming you keep at least the Wisp rolling. Would also get Expertise instead of Tinkering in Int PSS, and maybe get Find the Mark in Guardian over Tenacious. Either Enchanter or NW are fine dps passives here, though Detect Vuln is already giving you some defense penetration.

Thx a lot! I thought Star Barrage is a single target attack... I have to plan better more in PH.

Its np. W/ some tweaks, the build could work for a single-target focus w/ Soul Beam instead.

A few thoughts of my own:
    • I'd personally take Shadow Form over Enchanter due to its innate self healing and threat reduction. You have no threat wipe, so the threat reduction especially could come in handy.
    • If you're not having any AoE, get rid of Mass Destruction in Vindicator, then sink 1 of those points into Focused Strikes and Modified Gear to max them both out.
    • I definitely agree with Flow regarding Conjuring as the EU, as it allows the energy returns to be front-loaded (moment you use wisp) rather than back-loaded (once wisp comes off CD)
    • Also Rank 2 in Wisp is pretty useless, go with Guide + Cursed.
    • Chilled Form? If you're stacking dex, that's obviously good but I got the impression you were stacking int. Take Concentration instead.
    • Instead of Rebirth, consider either Thundering Return or Fiery Embrace. While they only raise you to 50%, they don't sap 100% of your HP away over a duration. I personally prefer Thundering Return because it's flashier and because the energy return upon being hit is fantastic.

    Here's my take on it:

Don't be a wimp. Drop Con and take Ego to boost that ranged damage. Sure there is a cap, but ... you did say you wanted max single target damage.

Yea, I guess it makes sense to switch to Concentration, assuming Int is the gear focus (and not Dex) here. Shadow Form wouldn't boost Wisp, but that's not a big deal in this build tbh. And if you really want to SS Ego, I prob wouldn't gear it past 70, as that's the soft-cap for its innate ranged dmg bonus.
