Basically this would work like IDF but be useful for individual players though more so for tanks rather than petmasters.
Key Points:
- Stacks when taking damage from single target attacks. *If you end up taking a lot of aggro it will kick in & brush of light damage so you can more effectively hold adds and your main target while tanking, keep attacking if you steal aggro from adds, or turtle up and be healed if attention from adds gets to be too much.
- Can have up to 8 stacks & stacks last for um...12 seconds?
- Can apply an additional stack every um...4 or 6 seconds?
- Each stack grants a small amount of flat-rate damage reduction as well as a boost to melee and ranged damage equivalent to that received from a support passive such as Compassion. *Of course only a small amount of reduction due to it getting 8 stacks.
- Scales with Constitution. *Con makes sense because this wouldn't give you any extra defense. Even if the reduction isn't that high, you're taking less damage & can take more damage at the same time.
This power would make it even more practical to take at least some constitution regardless of role and allow for affective off-tanking by even roles other than tank just in case you end up in a situation without a tank or a tank that just can't keep up on their own. It happens. Strength stacking tanks with lower health can hold the boss while a dps running this toggle & some con off-tanks, another dps piles on damage, & the healer keeps everyone alive. A tank, a healer, and 2 or so dps would then make for a balanced group.

How a Wrestling Power Set Can Work
Second problem, a form like this isn't going to stack up extra defense. I am sure the intent is for tanks to put together gear with appropriate resistances on them, not to just pile more defense on top of defense. It might provide some mitigation, like IDF, but I doubt it would just stack up a flat resistance bonus, otherwise goodbye every other passive, hello permanent dodge tanks. At best this should do is increase threat generation, maybe offer a flat bonus to defense but that is it.
Scaling off Con is just bad in general at this point. Con is one of those stats that gives way too much for so little to be invested in and it doesn't even have to be a primary stat.
As it stands this form as you have it written would basically turn the dodge tank role up to 11 and leave the rest of the tanks in the dust, never mind poor PFF and Regeneration at this point.
