No detail on NPCs and nemesis

I don't know if this is a bug or not, but the costume detailing on the NPCs and my nemesis is not showing up everything is just flat.
For example on the muscle slider in the costume creator for the nemesis, nothing happens, it's just flat no texture or detail.
On my own character, and in the normal Costume creator it's fine.
