The Right Eye of the Ruby Dragon mod, no matter the rank, cannot be slotted into Cosmic Vision of Rage. I don't know about the Cosmic Vision of Wrath, but I doubt that it'll go into that either.

It will only go into the Utility piece of gear. Forget its name.

Pardon me, I may have said it wrong. But that's what i'm trying to say. It does not go into the cosmic secondary utility. It won't go in there, no matter the rank.

I think a couple of the damage utility mods have that bug. It's not very important, as putting one in a cosmic secondary is almost always a poor choice (you're almost always going to be better off by slotting it in your primary utility and using a distinguished or onslaught secondary utility).
