Pvp ranks and the ships that inhabit them

How do the pvp ranks work? I.E. do rank 5 Ships belong in a tier 1 match?

if so, how are any new people supposed to play this game when you first go in and you face nothing but a buttload of tier 5 ships in a pvp match designed for beginners.

    We have Match Making system which is responsible for balance in battles. It takes many parameters into consideration including players skill so that the new players wouldn't meet too strong opponents.
